Downloading multiple full form responses as individual pdfs (in bulk)

Can we somehow download all responses as pdfs for each form respondent (in bulk as opposed to one by one)? The download button sends a link to my email that only allows me the option of viewing in Excel or CSV, not pdf. Is there a way to change that? Also, is there any way to remove the block that only allows 1/2 downloads in any given hour?
